Abstract Shanghai is developing a metropolis of the center of international economic, finance and shipping. But the area of Shanghai is the smallest in the four municipalities directly under the Chinese central government, so it is faced with a series of problems linked to the restriction of administrative space and administrative division system during its development. The policy thinking to deal with the contradiction of administrative division lies in two aspects. One is inner reform so as to develop the potentiality of administrative space; the other focuses on building urban union government of which the center is Shanghai in Changjiang Delta area, so the administrative spatial problem of international metropolis can be solved in the scope of Changjiang Delta area, in order to form the regional mutual advantage for Shanghai's building international metropolitan.
